How to ship perfume and cologne the legal way
Perfume is a flammable liquid in the mail. Here's what that means for which service you pick, how you mark the box, and how to pack a glass bottle so it arrives full and unbroken.
- Ground only. Alcohol-based perfume and cologne can go by USPS Ground Advantage, but not Priority Mail, Priority Mail Express, or Flat Rate. Those fly.
- No international with USPS. Perfume can't be mailed out of the country through the Postal Service.
- Declare it and mark the box. Tick the hazmat option when you buy the label and mark the package the way USPS requires. Getting it wrong can cost a $50 fee.
- Pack it in a box, never a mailer: cap secured, bottle sealed in a bag with something absorbent, padding on every side.
Perfume and cologne sell well on eBay, Poshmark, and Mercari, from new sealed bottles to partly used designer fragrances and small decants. What a lot of sellers don't realize is that almost all perfume is alcohol-based, which makes it a flammable liquid in the eyes of the Postal Service. That changes which shipping services you're allowed to use, and since July 2026, getting it wrong can come with a fee.
Below is what the rules mean in plain terms, then how to pack a bottle so it can't break or leak.
The rules: perfume ships by ground only
USPS lets you mail perfume and cologne inside the US on ground services. It doesn't let you put it on a plane. Here's how that plays out for the services resellers use most:
| Service | Perfume allowed? | Why |
|---|---|---|
| USPS Ground Advantage | Yes | Ground service. Declare it as hazmat and mark the box. |
| Priority Mail | No | Travels by air. |
| Priority Mail Express | No | Travels by air. |
| Flat Rate boxes | No | Flat Rate is Priority Mail, so it flies too. |
| International mail | No | USPS doesn't accept perfume going out of the country. |
| UPS and FedEx ground | Usually | Each has its own hazmat rules and may need a special agreement. Check with them first. |
The exact rules, including how much perfume can go in one package and how the box must be marked, are in USPS Publication 52. Single retail bottles and small lots are what most resellers ship. If you're sending a big lot, check the quantity limits there before you pack.
The $50 hazmat fee. Since July 12, 2026, USPS can charge $50 on packages with hazmat contents that weren't declared or marked properly. It also hits packages with old hazmat markings that don't match what's inside, like the black-and-white diamond on a reused cosmetics box. As of October 2026, Poshmark is passing the full fee to sellers starting October 19, and Mercari splits it. If you sell on eBay or Etsy, expect to cover it yourself.
How to buy the label
- Choose USPS Ground Advantage. Not Priority Mail and not a Flat Rate box, even if it looks cheaper.
- Declare that it contains hazardous materials. eBay's label tool and most label sites ask whether the package contains hazmat. Answer yes and pick the perfume or flammable liquid option so the label carries the right codes.
- Mark the box. Add the marking USPS requires for perfume shipped by ground, on the same side as the label. Your label tool or Publication 52 shows what it should look like.
- Check your platform's rules. If your marketplace hands you a prepaid Priority Mail label, that's an air service. Look up its perfume instructions before you ship a bottle with it.
How to pack perfume so it can't leak or break

Step 1. Secure the cap so it can't pop off or spray.

Step 2. Seal the bottle in a bag with a paper towel.

Step 3. Wrap it, center it in a box, and fill every gap.

Step 4. Several bottles: upright, wrapped, with dividers.
- 1Cap on tight and taped down. Sprayers can get pressed in transit, and loose caps pop off.
- 2A sealed plastic bag with something absorbent. A folded paper towel soaks up any leak before it reaches the box.
- 3A rigid box with padding on every side. Never a poly or bubble mailer for glass.
- Photograph the bottle. Show the fill level, the label, and the box if it has one. Fill level is the first thing buyers dispute on used perfume.
- Secure the cap. Push it on firmly and run a strip of tape over the top and down the sides. For a bottle without a cap, put a small piece of plastic wrap over the sprayer first.
- Bag it with something absorbent. Put the bottle in a zip-top bag with a folded paper towel and seal it.
- Wrap it. If it has its original carton, put the bagged bottle back in the carton and wrap the carton in bubble wrap. No carton? Wrap the bottle in two layers.
- Box it with padding. Pad the bottom of a small box, stand the bottle upright in the middle, and fill every gap until nothing moves.
- Tape, mark, and label. Tape the seams, add the ground-only hazmat marking, and put the label on the same side.
What size box to use for perfume
| What you're shipping | Box to look for |
|---|---|
| One bottle in its carton | 6 x 6 x 6 in, or 6 x 4 x 4 in for smaller bottles. About an inch of padding all around. |
| One bottle without a carton | 6 x 6 x 6 in, with two layers of bubble wrap around the bottle. |
| Decants and samples | 4 x 4 x 4 in. These are still perfume, so the ground-only rules still apply. |
| Two to four bottles | 10 x 8 x 6 in, bottles upright with cardboard between them. |

Common perfume shipping mistakes
- Using Priority Mail or a Flat Rate box. They're air services, and perfume isn't allowed on them.
- Not declaring it. Undeclared hazmat is exactly what the $50 fee is for.
- Reusing a box with old markings when you ship something else. Cover or cut them off.
- Shipping in a bubble mailer. Glass breaks, and a leak can soak the whole package.
- Laying the bottle on its side with a loose cap. Tape the cap and pack it upright.
The same ground-only, declare-it rules apply to other things resellers ship, like nail polish and aerosol body sprays.

Can you ship perfume through USPS?
Yes, within the US, as long as it goes by ground. Alcohol-based perfume and cologne count as flammable liquids, so USPS Ground Advantage is allowed but Priority Mail, Priority Mail Express, and Flat Rate boxes are not, because those travel by air.
Can I ship perfume with Priority Mail?
No. Priority Mail travels by air, and alcohol-based perfume isn't allowed on air shipments through USPS. Use USPS Ground Advantage instead.
Can I ship perfume internationally?
Not through USPS. Perfume containing alcohol can't be sent in international mail. Private carriers may ship it overseas under their own dangerous goods rules, which usually takes a special account.
What is the USPS $50 hazmat fee?
Since July 12, 2026, USPS can charge a $50 noncompliance fee on commercial packages that contain hazardous materials like perfume without being declared and marked correctly, or that have hazmat markings that don't match what's inside, such as an old diamond marking on a reused box.
How do I pack perfume so it doesn't leak?
Make sure the cap is on tight and taped down, seal the bottle in a zip-top bag with a paper towel or other absorbent material, wrap it in bubble wrap, and pack it in a small box with padding on every side.
